Labor Services Solutions Forced by NLRB To Post Notice of Violations

After illegally furloughing dozens of Union members who provide essential valet parking service to patients, visitors and staff at the University of Chicago Medical Center (UCMC) during the Covid-19 pandemic, valet company Labor Services Solutions, LLC (aka Valet Parking Authority Services) has now been ordered by the National Labor Relations Board (NLRB) to post and mail written notice to its employees. The notice must state that the Company violated the members’ rights for failing to effectively bargain with the Union prior to furloughing members, and for failing to provide information requested by the Union in relation to a grievance filed on behalf of members who were furloughed. 

The Company’s decision to furlough employees was made without first bargaining with Teamsters Local 727, who is the sole and exclusive bargaining representative for these hard-working valet members. After hearing of the potential furlough the Union sent a demand to bargain to the Company. Instead of engaging in bargaining over the furlough with the Union, the Company just went ahead with the furlough. When the Union filed a grievance over the furlough and sent an information request, the Company failed to furnish the requested information, and failed to give lawful reasons why they failed to provide the information. 

On September 29, nearly six months after the Union filed a grievance and sent an information request regarding the Company’s decision to furlough nearly 40 UCMC valet employees on March 31, Region 13 of the NLRB ruled in favor of the Union. The NLRB determined that multiple National Labor Relations Act (NLRA) violations were committed by Labor Services Solutions. As a result, the Company has been ordered by the NLRB to produce the Union’s information request, and to post written notice at their place of business regarding the labor violations in addition to mailing the notice to its employees.


“Even though the hospital has remained open during these unprecedented times, Labor Services Solutions unjustly furloughed these members without notice or concern for their union rights” said John Coli Jr., Secretary-Treasurer of Teamsters Local 727. “These dedicated employees were exposed daily to the risk of COVID-19, which has proven deadly in some cases, and yet they still came to work and provided hospital patients and visitors with essential valet service. The Company’s treatment of these members and its failure to bargain with the Union while refusing to provide the requested information necessary to properly investigate the grievance was utterly disgraceful. The Union is pleased to see that our members’ rights have been reinforced by the NLRB decision.”
